The three phases of Best Practices in Transportation Evacuation Preparedness and Response are Preparation and Activation, Response and Re-entry with Return to Readiness, and Preparation of Activation Stage workshops. These best practices are conducted during emergency situations like hurricanes and wildfires. The responses to these situations, such as evacuation, stock piling resources, and equipment availability, are to be planned ahead of time. After the event evacuees have to re-enter with proper planning. The course material is based on FHWA Publication Number FHWA-HOP-09-040.
